Noga joined the clinic in 2016 as the manager of the Planning for Children program. She holds an M.A in in social work from the Hebrew University. Noga had previously worked for the Jerusalem municipality, in the social welfare deprtment for the Ramat Shlomo neighborhood. She later worked in the community and social services department at the Jerusalem municipality, where she promoted a unique program called 'the inclusion of social components in urban planning processes', a new field that promotes the assimilation of social aspects in planning, and advocates for the use of planning mechanisms as tools for social change.
