Scholarships and Scholarship Recipients

Urban planning is an important tool for promoting social justice and fair resource distribution. As professionals, planners can be tasked with mapping, developing public spaces, planning private and public transportation, determining residential density, and improving access to sources of education and employment, to name a few. Specifically in Jerusalem, there is demand for planners, but a shortage of experts from Arab-Palestinian backgrounds who can play a significant role in promoting plans. The Institute for Urban and Regional Studies seeks to invite stellar Arab-Palestinian students to join the program. As part of their full-tuition scholarship, students are expected to participate in the Urban Clinic’s activities, including staff meetings, conferences, field trips and projects, which amount to 10 hours per month. There are also opportunities for additional grants. In addition, any student who wishes to participate in activities with the Arab Center for Alternative Planning, including activities outside of Jerusalem, will be able to do so.
 

  • Arab/Palestinian students interested in urban planning.

  • Undergraduates with a final average of B.A. equal or greater to 82

  • The scholarship is contingent upon maintaining a minimum average score of 85 every semester in order to continue receiving the scholarship tuition

  • Students interested in starting or have already begun their studies with a specialization in Urban Planning at The Hebrew University of Jerusalem.

  • Preference will be given to students who choose to combine their Urban Studies with Geography or students who combine their internship with Public Policy, Law, Glocal, Economics, or Social Work studies. 

  • Preference will be given to students granted an exemption from Hebrew and English studies. 

  • Preference will be given to students who combine their Urban Studies with Geography or their internship with Public Policy, Law, Glocal, Economics, or Social Work studies. 

  • Based on conditions set by donors, priority will be given to the residents of Jerusalem.

Architect and urban planner, with a bachelor's degree in architecture from Bir Zeit University - and a master's degree in urban planning from the Hebrew University in Jerusalem Experience in the fields of Urban Planning and construction works, including preparation and escorting for several projects in East Jerusalem, including interventions in interior design and architectural preservation works for some of the projects in the historical areas of Jerusalem. Currently works at the Jerusalem Transpiration Systems company in Jerusalem "JTS" as a professional consultant for infrastructure planning and public transportation in East Jerusalem. In addition, as a licensed accessibility consultant in all the fields related to buildings construction and infrastructure. Including aspects of transportation in general and public transportation in particular. Interested and active in community planning for promotion of a number of small and large projects in the southern neighborhoods of the Old City of Jerusalem - the neighborhoods of Al-Thuri, Silwan and Ras Al-Amud.

Ekram completed her bachelor's degree in Social Work at the Hebrew University. She worked as a social worker for 4 years, including work in local authorities. Ekram's work in the local authorities and getting to know the municipal area prompted her to pursue a master's degree in political science at the University of Haifa, where she was selected to be in the first cycle of the Ministry of Interior’s ‘Cadets for Local Government’  to advance the workforce in local authorities.

 

Ekram currently works as a strategic planner for the Arara Local Council and is responsible for advancing planning goals throughout the whole settlement, encouraging the development of industrial areas, and promoting public and commercial space in the settlement.

Yasmin is an architect who received her BA in architecture from the Technion. She is currently pursuing an MA in Urban and Regional Planning at Hebrew University.

She currently works at an architecture firm in Haira and deals with urban plans, real estate site plans, new neighborhood plans, and plans for the expansion of Arab communities. 

Yasmin believes that there is a need for planning experts in Arabs towns who can read and analyze plans, and promote and develop planning efforts in Arab townships that have and continue to suffer from an ongoing lack of planning. Solving planning issues in Arab townships demands practitioners understand Arab society and apply innovative and creative thinking to create a toolbox that can effect dynamic and significant change. Good planning practices will bring about change and can contribute to solutions while also working to overcome complex planning challenges and the social and physical complexities present in  Arab townships.

Maysam is a lawyer who holds LL.B in law and LL.M in Administrative Law from the University of Haifa. She is currently an MA student in Geography and Urban and Regional Studies at Hebrew University. Maysam has been practicing law for over 10 years,  during which time she has worked in the realms of real estate, planning, and construction, with an emphasis on land expropriation in Arab society.

Atty. Ahlam Switat from Isfiya is married to Raslan and is a mother to Lour and Aram. They currently live in Baqa al-Gharbiyye. 

Ahlam holds a bachelor's degree in Law and a master's degree in Administration and Public Policy from The University of Haifa. She is also a graduate of the Ministry of Interior’s ‘Cadets for Local Government’ program for excelling students.

Today she works at the Yad HaNadiv Foundation as the Arab society & Environment Coordinator. Previously, she spent six years working as the Economic Development and Planning Coordinator at the Gatt Regional Council. Through this position, she was the regional economic development, planning, and organizational coordinator for Plan 922, which aimed to advance economic development in Arab townships. Her role included working on and promoting local plans and partnerships with neighboring local authorities.

Ahlam is currently an M.A. candidate in Geography and Urban and Regional Planning at Hebrew University and an Urban Clinic scholarship recipient. She is part of Dr. Eran Feitelson and Reuben Lester’s research team working on integrative watershed management.

Ameer holds an LL.B, a master's degree in administration and public policy from the University of Haifa, a master's degree in law specializing in human rights from the College of Management, and a master's degree in geography, urban and regional planning from the Hebrew University of Jerusalem.

Ameer Bisharat is a lawyer, and entrepreneur focused on municipal and business management. He serves as a Senior consultant and economic advisor for the National Committee of Arab Local Councils in Israel and is the director of the Rahat Industrial Zone Administration and the Renewable energy project manager.

Ameer is responsible for the National Committee’s activities in the following areas: Employment and adequate representation, Hi-tech, industrial areas, transportation and infrastructure, local authorities, and housing. He partners with civil society organizations on advocacy related to the various government ministries’ activities. Ameer also serves as the public representative for Arab society in the implementation team for the Housing Chapter in Government Resolution 550 and is a board member of the Israel Planners Association and the Heschel Center for Sustainability

Areej holds a bachelor's degree in Social Work from the Social Policy Change Program at Tel Hai Academic College and a master's degree in Public Policy with a specialization in local government from the University of Haifa. She is also a graduate of the Ministry of Interior’s Cadet Program. She is currently a master’s student in Urban and Regional Planning at the Hebrew University of Jerusalem and a fellow at the Urban Clinic.

Areej manages the Organizational and Strategic Development department in the Majd al-Krum Local Council, is in charge of employing people with disabilities, and is responsible for advancing emergency preparedness in the Local Council.

As part of her scholarship at The Urban Clinic, Areej is accompanying a placemaking project in Acre in partnership with the Arab Center for Alternative Planning, the Alam Center, and the Tishreen Association.

Eman holds a bachelor's degree in Geography and Arabic Language and Literature from The Hebrew University of Jerusalem. She is currently a graduate student in the Department of Arabic Language and Literature and the Department of Geography, Urban and Regional Planning at Hebrew University.

Eman is also an Arabic Language TA in the Middle East and Islamic Studies Program at the Shalem Academic Center. In addition, Eman teaches an Arabic creative writing course at the Gifted Center in East Jerusalem and works as a research assistant at the Jerusalem Institute for Policy Studies. In her work at the Clinic, Eman is researching the application of the Rav Kav card (public transportation smart card) in the east of the City and is a member of the Clinic's writing team.

She advocates for Human Rights. Morany received her LL.B (with excellence) and LL.M from Haifa University and nowadays studying for M.A in Urban Planning at the Hebrew University.
Since 2014, she has worked at Adalah Center in the Land and Planning Unit on topics related to planning in the Arab towns and for the recognition of the unrecognized villages in the Naqab. Her work includes submitting petitions against laws and policies and objections to master plans that violate human rights. Among other things, she works on cases related to distributive and spatial justice as well as segregation, discrimination in housing, infrastructures, and
