Rafat holds a bachelor's degree in Electrical Engineering from Yarmouk University, Jordan, and an MBA from the Open University. Currently pursuing a second-year master's degree in Urban and Regional Planning at Ben-Gurion University .

Currently, Rafat serves as the Head of Maintenance Department at the Rahat Municipality, a position he assumed over two years ago. Prior to this role, he spent 12 years at ICL, serving as the Electrical Manager at one of the production facilities. In this capacity, he oversaw a team, managed projects, and handled renovations, in addition to leading efficiency improvement initiatives.

In his current role, Rafat is responsible for the maintenance of educational and public institutions in the city of Rahat. Despite facing numerous challenges, he successfully established a maintenance team and elevated the service level in the city with a zero budget.
